I always sort of intuited that this is what was going on with the whole UTF/Unicode thing, and it was different than ASCII because there is a more clear/important seperation between the character and the encoding, and somehow UTF8 is compatible….but now I know.

It’s rather UCS + rules of how to use and present things. UTF-8 and UTF-16 is actually defined in the UCS standard. ;)
